A dozen federal agencies use VSL calculations in deciding everything from mandates for new safety equipment in airliners to acceptable levels of toxic chemicals in drinking water. Though most of us want to reduce our VSL (visible signs of living), not everyone has the budget or stomach for Botox or cosmetic surgery. The focus of this paper is on the implied value of statistical life (VSL) based on seatbelt usage and the consistency of those estimates with the VSL levels that the same sample reveals in a stated preference survey. |
