In May 2006, the Mid-Tex Division filed its case with the Railroad Commission of Texas (RRC) seeking incremental annual revenues of approximately $60 million and several rate design changes including WNA, Revenue Stabilization and recovery of the gas cost component of bad debt.
In July 2006, the Mid-Tex Division and the RRC agreed to implement WNA on both an interim and permanent basis, effective October 1, 2006.
The settlement provided for, among other things, a modified WNA which provides for partial decoupling, renewal of the Rate Stabilization Clause (RSC) for both the LGS and TransLa service areas with provisions that will reduce regulatory lag and provide a refund to customers of approximately $400,000.
