Wild horse and burro management aims to "maintain a thriving natural ecological balance among wild horse populations, wildlife, livestock, and vegetation and to protect the range from the deterioration associated with overpopulation. But that would probably take a repeal of the 1971 Wild Horse and Burro Act that gives management of wild horses and burros on federal land to the Bureau of Land Management. ``We have to remove them, so they don't die of starvation or dehydration,'' said Tom Pogacnik, program manager for the Wild Horse and Burro program in California. |
