When we first approached administrator Joe Carillo with our ZAC proposal, we recommended that his first major step in reducing injuries should be to purchase state-of-the-art resident transfer devices. The problem with the first stage of the Bercy ZAC was that, excellent though both the urban form and the individual flats may have been, the traditional European tenement model (which has been the pattern of dense cities since the Roman Empire) was largely abandoned: there were few local uses (restaurants, bars and shops) in the ground floors of the housing blocks. APUR drew up a tightly defined planning brief for the ZAC de Bercy, with the 'Palais Omnisports' at one end and an international wine and food mart at the other, and stipulated that a sequence of neo-Haussmannian ilots should be created, each 80 metres long by 20 metres deep, to create a 800 metre urban boundary to the new park. |
