But the battery technology required to fuel California's ZEV revolution has evolved much more slowly, and been much more expensive, than the law writers anticipated, in spite of massive public- and private-sector investment in the research effort. The amendments passed last week recognize the contribution that can be made toward reaching ZEV goals by a variety of technologies - and in our view, particularly recognize the importance of hydrogen, whether delivered to a fuel cell or directly to an internal combustion engine. Amendment highlights include permitting auto makers to use a broader range of fuel cell vehicles (including those fuelled with methanol or petroleum fuels), and other advanced vehicle technologies, to fulfil their requirements while maintaining a pure ZEV requirement of two per cent. |
