Following the snub, Tsvangirai and his officials stayed away from three consecutive cabinet meetings with partners from Mugabe's Zimbabwe African National Union Patriotic Front (ZANU-PF) and the smaller faction of the MDC, lead by Arthur Mutambara.
The Rhodesian government at the time were fighting against Robert Mugabe's Zimbabwe African National Union and Joshua Nkomo's Zimbabwe African People's Union.
The international community was looking to the MDC to win control of at least the finance ministry and preferably foreign affairs before resuming full trade relations and ultimately lifting travel bans and asset restrictions on leading figures in the ruling Zimbabwe African National Union - Patriotic Front (Zanu-PF).
