The handbook, first published by the Florida Justice Institute in 1980, provides basic information relevant to Florida citizens over 60 years old and their families in the areas of financial assistance, including public benefits, health-care, housing, and planning for the future, including sections on wills, trusts, and other advance directives.

Attorneys and 2007 summer associates of Carlton Fields assisted in the editing and revising of the content, working collaboratively with the Florida Justice Institute. The award was next presented in June 2001 to Florida Immigrant Advocacy Center, Florida Justice Institute and Florida Legal Services for their collaborative effort to successfully enforce the legal rights of immigrants in Immigration and Naturalization Services (INS) proceedings in Miami.
