The killers Insolvency Practitioners Association warns against appointments where there is a "material professional relationship" between the liquidator and individuals at the firm in liquidation.
Low interest rates are also seen as a major factor in helping many people to keep their debt levels manageable - and Mr Sands, who is also vice-president of the Insolvency Practitioners Association (IPA), said he expects the downward trend in personal insolvencies to continue throughout 2015.

Its Insolvency Practitioners are all members of the Association of Business Recovery Professionals (known as R3) and licensed by either The Insolvency Service (part of the Department for Business, Innovation and Skills) or The Insolvency Practitioners Association (IPA).
Charles, who was recently appointed Deputy Vice President of the Insolvency Practitioners Association, a leading professional body in the field of insolvency in the UK, will continue in his role as FRP Advisory's national head of personal insolvency and advisory, with the South West location now forming a regional centre for this service offering.
The pair's triumph means they can now apply to become members of the Insolvency Practitioners Association and enter the joint board exam to become licensed insolvency practitioners.
He was a former President of the Insolvency Practitioners Association.
They feel that Rule 4(3) of the Rules of Professional Conduct of the Canadian Insolvency Practitioners Association, which states:
