It would repeal the Sustainable Growth Rate (SGR) formula and replace the 21.2% cut with a positive update equal to the Medicare Economic Index for 2010, which is 1.2%.

That formula adjusts the Medicare Economic Index based on how actual medical expenditures compare to a target rate--the SGR.

Prior to 1984, the annual increase in Medicare prevailing charges for physician services was limited by the Medicare Economic Index (Dutton and McMenamin 1981).
Ardis Hoven, chair of the American Medical Association Board of Trustees, said in a statement that she was pleased to see in the rule "that there is a consensus on the need to update the government index of medical practice costs to reflect the current cost." According to the proposed rule, CMS intends to convene a technical panel to review all aspects of the Medicare Economic Index.
Nancy Johnson's (R-Conn.) pay-for-performance bill, which also would repeal the sustainable growth rate (SGR) and base future payments on the Medicare Economic Index.

The allowed amount was the lowest of (1) the physician's billed amount; (2) the physician's customary charge for that service (defined as his median billed amount during the preceding year); or (3) the prevailing charge in the locality (defined as the 75th percentile of all physicians' customary charges, or a lower amount determined by the Medicare Economic Index).
That bill also scraps the SGR entirely over time and uses the Medicare Economic Index to determine physician payments.
