For years, the
National Conference of Commissioners on Uniform State Laws has been trying to get passage of UCITA in state legislatures, but met with opposition from many fronts.
In 1999, the
National Conference of Commissioners on Uniform State Laws developed a model act for the use of electronic signatures and records in government or business transactions.
Most recently, STAWRS presented its research and findings to the
National Conference of Commissioners on Uniform State Laws (NCCUSL), which, as a result, has formed a committee to study the HWC concept.

National Conference of Commissioners on Uniform State Laws considers and drafts such laws and has promulgated a number of them over the years.
The committee will present its draft as a first reading at a
