A policy briefing, prepared by The Runnymede Trust and Leeds' Commission on Diversity in the North, also calls for racial inequalities to be tackled as part of any inclusive economic growth agendas for the North.
Runnymede Trust chief Omar Khan said instead of "presenting a narrow caricature" it is time to do more about the "injustices" faced by the working class.
Dr Omar Khan, director of the race equality think tank Runnymede Trust, said: "20 years on from the Stephen Lawrence Inquiry Report it is disappointing that police forces are still so far behind in meeting the report's recommendation that the police become more representative.
The term regained currency with the publication of a report by the Runnymede Trust's Commission on the British Muslims and Islamophobia (CBMI) titled, 'Islamophobia: A Challenge for Us All' (1997).
Zubaida Haque, the deputy director of the Runnymede Trust, said: "I agree with him [Javid] -- we absolutely need to applaud the victims and survivors for coming forward.
Islamophobia is not a new term, having initially emerged as a neologism in the middle of the 20th century, and later gained currency in the public debate around 1997, when the Runnymede Trust, a British race-equality think tank, released its report on British Muslims, claiming that the problem of anti-Muslim prejudice was a "challenge for us all", since it has grown considerably and rapidly in our time.
In 1997, The Runnymede Trust published the first major report on the issue, called Islamophobia: A Challenge For Us All, which has been credited with popularising the term.
Farah Elahi, of the Runnymede Trust, said: "The report sets out a clear definition of what Islamophobia is as a form of racism and sets out ten recommendations for what should be done about it.
LONDON: The UK government should redefine the term "Islamophobia" as "anti-Muslim racism," according to the think-tank Runnymede Trust in a new report.
Farah Elahi of the Runnymede Trust, a race equality think-tank, said she welcomed the findings and called for government action to address the causes of inequality between different communities.
