The project consists of the design and construction of 2.8 miles of a new four-lane limited access highway, a reconfigured commercial vehicle inspection station for Naval Station Norfolk, a new I-564 interchange, bridge and local connectors, storm-water management areas and other associated infrastructure.
The proposed improvements include construction of 11.2km of 6 to 8 lanes limited access highway for Jahra Road; 3.4km of 4 to 6 lanes link roads; 17.3km of 1 to 3 lanes ramps for interchanges; and 15.1km of mostly 6 lanes service roads.
According to the Court of Appeals of Ohio, in a partial takings case there is no right to consequential damages to the land not taken for lack of access to a new limited access highway built where no road existed before.
But the new Blackstone Parkway has transformed Route 146 into a limited access highway with two interchanges at the village and a bridge linking the neighborhood directly to Vernon Hill.
