The risk of another mast cell tumor is high, so dogs should be monitored.

Reported cutaneous neoplasms in goats include squamous cell carcinoma, squamous papilloma, epithelioma, apocrine sweat gland adenoma, fibroma, melanoma, mast cell tumor, histiocytoma, hemangioma, and hemangiosarcoma [10, 13, 14].
The presumptive diagnosis was cutaneous mast cell tumor. Clinical evaluation, results of a complete blood cell count and biochemical analysis, and radiographs did not reveal systemic manifestation of mast cell disease.
As tumor was on scrotal skin where surgical resection of mass along with adjacent skin was not possible without disturbing testicles, spermatic cord and penis and also only one mast cell tumor without regional lymph node involvement and metastasis indicating stage 0-1 mast cell tumor.
The analysis, called a buffy coat test, generally indicates the presence of a mast cell tumor somewhere, but it's not clear how the finding correlates with its spreading or prognosis.
