New Jersey is the first state to require vehicles driven by teens holding a permit or provisional license to display orange decals on the front and rear license plates.
These decals are gaining in popularity and some businesses are using them to reinforce their branding and corporate positioning.
Fleck was taken to task by Selectman Jack Sonia over how he uses his town-owned car, and for not displaying a decal in the window identifying it as a Fire Department vehicle.
