Litvinenko's death came only months after the Russian State Duma passed a law allowing the president to authorize attacks by the FSB (formerly the KGB) on "terrorists" in foreign countries.
When at long last the State Duma got down to considering the agreement in 1996, it refused to ratify it after it saw its illegitimate and defective character.
Held at the Tavrichesky Palace--a national landmark considered to be the birthplace of Russian democracy since it is where the first Russian Duma was convened--the conference was one of many activities in 2005 to honour the United Nations sixtieth anniversary.
