Navy was banned from using mid-frequency active sonar during Pacific warfare exercises in July. The debate between ocean environmentalists and the Navy over the effects of a ship's sonar on marine mammals made headlines this past spring as 60 rough-tooth dolphins beached themselves in the Florida Keys.
