AEBR's White Book on European Border regions points out that cross-border cooperation is a policy framework task for the European Union which must be implemented at the regional/local level in partnership with the national bodies: "There is a need to make progress towards elaborating a more uniform and comprehensive typology of European border and cross-border regions that integrates--in a balanced way--the various dimensions characterising the actual cross-border cooperation reality".

The Conference of Peripheral Maritime Regions of Europe (CPMR) and the Association of European Border Regions (AEBR) claim these restrictions are unacceptable as they would undermine one of the reasons for the success of existing territorial co-operation programmes: their capacity to involve all regional development stakeholders over and above mere institutional partnerships.
* New European co-operation instruments: regions join forces: The Conference of Peripheral Maritime Regions of Europe (CPMR), in partnership with the Association of European Border Regions (AEBR), at the invitation of the Sicily Region (Italy), are organising a seminar in Taormina on October 21 and 22 to present proposals from the regions on the following subjects: co-operation policy after 2006, cross-border and transnational co-operation, maritime co-operation and co-operation along the EUs outer borders.
A platform of European organisations of regional and local authorities on cohesion policy is to be staged on February 23 in Brussels (Grand Hotel Mercure Royal Crown - 250 rue Royale, 1210 Brussels), on the initiative of the Association of European Border Regions (AEBR), the Conference of Peripheral Maritime Regions (CPMR), the Council of European Municipalities and Regions (CEMR) and EUROCITIES.
