The potential health needs of a state's population also had contrary-to-hypothesized results: insignificant for AFDG financial eligibility and significantly positive for MN financial eligibility and benefit-coverage policies.
This suggests that as the proportion of non-white AFDC recipients increases, states not only decrease AFDG payment levels, but optional benefit coverage as well.
