The AHLG came out of Hampton city government's long history of concern about race relations in its city.
The AHLG was established by city council in September of 1998.
The AHLG conducted a series of public meetings, met with a wide variety of neighborhood, civic and religious groups and published three installments of questions and answers in the Daily Press, the local daily newspaper.
The AHLG also met with several city officials, including the chief of police, city attorney and the commonwealth's attorney.
Locke proclaimed that the AHLG was deactivated and returned to its stand-by status.
