The current Commercially Hosted Infrared Payload (CHIRP) experiment derives from the AIRSS
program, also known as third-generation infrared surveillance legacy.
In addition, DOD has not adequately justified its decision to proceed with AIRSS
, and there is disagreement within the department on the purpose and scope of the program.
