He expressed these views while chairing a meeting of the Governing Body, Access to Justice Development Fund (AJDF).
The chief justice with the consent of all the members of governing body of the AJDF approved the release of funds to the Islamabad High Court and the Federal & Provincial Judicial Academies.
The meeting of the Governing Body, AJDF was attended by Justice Mian Shakirullah Jan, former Judge Supreme Court of Pakistan/Member Lawand Justice Commission of Pakistan and Chairman Rules Committee Access to Justice Development Fund (AJDF) and other members Justice Mohammad Anwar Khan Kasi, Chief Justice, Islamabad High Court, Justice Syed Mansoor Ali Shah, Chief Justice, Lahore High Court, Justice Ahmed Ali M.
The AJDF Governing Body accorded approval for release of fund to the High Court of Sindh for executing special projects in the designated underdeveloped areas.
The AJDF Governing Body also approved the proposal of releasing funds to the District Legal Empowerment Committees (DLECs) established in 106 districts across the country for provision of free legal aid to the deserving litigants, who, despite having genuine cause, are unable to pursue their cases in the courts.
Senator Abbasi, who belongs to PML-N, said AJDF was established in order to ensure speedy justice.
Being head of the AJDF, the chief justice should look into the matter, as the majority of the funds are unutilised,' he said.
The committee decided to refer the matter to the Research Wing of Senate to analyse if AJDF can be made independent.
Besides approving Accounts of AJDF for the financial year 2012-13, the Governing Body, AJDF also considered the issue of allocation of funds to the provincial High Courts under Provincial Judicial Development Fund.
The body also considered the proposal to hold one day workshop for awareness of Prisoners' Rights through AJDF.
The Governing Body, AJDF will approve the annual and bi-annual accounts of AJDF, allocation of funds to the AJDF Windows and releases of amounts to different High Courts for strengthening the infrastructure and providing Court related amenities to the litigants, he added.
The Body of AJDF will also approve the disbursement of share amount to the Provincial High Courts and FATA from the Underdeveloped Areas Window against their proposal for the development of court infrastructure in the identified underdeveloped regions, he maintained.
