APHCA was a brainchild of leading hairdresser and humanitarian Ricky Reyes during the Ramos years.
Reyes formed APHCA as a buffer for the impending effects of the General Agreement on Tariffs and Trade (GATT).
Like their regional colleagues, Ilagan and company competed and won in national contests to earn the right to represent the Philippines at the APHCA Olympics.
GATT has yet to be fully implemented, but APHCA is here to stay, said Reyes, whom even colleagues abroad refer to as Mother.
"Aba, when they get back home, they will produce a tarp announcing their victory, their clients will grow in number, and they will most likely charge a bit more for their services," said "Mother." At the closing ceremonies, he invited APHCA
's 19 country leaders to "get ready for Manila next year, our 20th anniversary!" And that's going to be a real hair-raiser.
