The ASWTC began operation in 1987 with the mandate to treat and dispose of all hazardous waste generated within Alberta with the exception of explosive, radioactive and pathogenic wastes.
Despite promises of safety and reliability, the ASWTC has experienced a number of failures, including two major accidents, an eight-hour atmospheric venting of polychlorinated biphenyls (PCBs), dioxins and furans in October 1996, and an explosion and tire in July 1997.
Arguably, it was not the novel process of community participation that enabled the siting of the ASWTC, but the limited concern of the residents of Swan Hills for the long-term well-being of the land.
