New Zealand had in place a National Alcohol Strategy covering 2000-2003, which included targets set for consumption levels and self-reported harm (Alcohol Advisory Council and Ministry of Health 2001).
In 1998 their position on advertising policy changed in a submission in which they stated that they had taken into account the social and political climate of the time (Alcohol Advisory Council of New Zealand 1998).
Among the changes are the creation of an "arm's length" health promotion agency which will take over the functions of the ALcohol Advisory Council
of New Zealand (ALAC), the Health Sponsorship Council (HSC) and relevant functions of the Ministry of Health.

In a number of localities, community and business groups, well as licensees and statutory officers, are taking a cross-sectoral approach to problems and events planning through "liquor liaison" meetings (Alcohol Advisory Council 1996, Stewart and Casswell 1992, Hill and Stewart 1996).

However, Alcohol Advisory Council
says this result seems to be "at odds with the great body of evidence linking alcohol to poor health outcomes for the foetus".
