Thomas, for her part, said she was taken aback by the amount of investment from groups such as the Animas River Stakeholders Group
, which has carried on nearly two decades of remediation projects in the basin.
"The process is moving forward," said Peter Butler, coordinator of the Animas River Stakeholders Group
, which since 1994 has worked to stop contamination from hundreds of leaking inactive mines.

, said clean-up negotiations have focused on 33 of the most contaminated mines and 34 mine waste sites, out of an estimated 3,000 in the Animas river basin, but work has been stalled by questions about who will ultimately pay for it.
