BBEDC participated in the past, including one with Northern Economics, that shows that boats and equipment owned by watershed residents are older, and less likely to be refrigerated and have lower horsepower than boats owned by non-residents, and these people have less capital to pay for these upgrades.
17 communities have a better deal, as BBEDC will buy bulk multiple refrigeration units, so they can offer them to fishermen involved in the grant program at a better price.
