The request was first made in 2014, when the Planning and Zoning Commission (P&Z) voted to recommend the
BOCC deny a request to amend the Future Land Use Map for the 730-acre tract from Residential Commercial Overlay to Mining and Regional Commercial Overlay.
"The Alta Solid Waste Disposal District (ASWDD) pays an annual lump sum amount to Teton County Idaho pursuant to a 10-year contract between Teton County Wyoming and Teton County Idaho," explained Hansen in her written report to the
BOCC.

Last month, the
BOCC voted to refund solid waste fees collected on vacant parcels, including the flat $60 charged in 2015 on every parcel in the county and the graduated $14 charged in 2016.

The
BOCC directed Teton County Treasurer Beverly Palm to delay sending out any notices of non-payments until a technical solution to removing the fee from pink slips could be found.
"We felt like we needed to move forward with at least having identified an attorney, depending on where the county wants to go with this," said Bill Leake, chairman of the
BOCC. "Right now we are going forward with the appeal."
"The
BOCC decided to postpone payment of the attorney's fees until the new board takes office," said County Commissioner Cindy Riegel.
