For the period of January-September 1997, BPPC (the Cloves Marketing and Bufferstock Agency) distributed a total of 86,733 tons of cloves to cigarette manufacturers with the following breakdown: 46,500 tons (54%) to large-scale cigarette manufacturers; 30,156 tons (35%) to medium-large scale ones; 7,035 tons (8%) to medium-scale ones; and 3,042 tons (4%) to small-scale cigarette manufacturers.
Since BPPC (the Cloves Bufferstock and Marketing Agency) came into operations in 1990, the room for the operations and growth of small-scale cigarette producers has been increasingly small.
