Edie Koch, executive director of Monroe County Economic Development Corporation and a member of the SWITIC board, planned and coordinated much of the logistics that brought CITCA guests representing the following countries: Argentina, Belgium-Flanders, Bulgaria, Chile, China, the Czech Republic, Ecuador, Italy, the Philippines, Spain and Ukraine.
On day one of the tour, SWITIC members let CITCA trade commissioners through Walgreens and World Wide Technology, both at Gateway Commerce Center in Edwardsville, where they witnessed advanced robotics systems tied to warehouse/distribution and fulfillment.
CITCA trade commissioners also toured Sauget Industrial Park, home to more than 20 light manufacturing, logistics, fabrication and processing tenants.

In discussing what the minimum standard in relation to consultation should be, the CITCA referred to the National Labour Advisory Council (NLAC) guidelines which stated:
(16) Notably, the CITCA report did not recommend prescriptive requirements on employers to redeploy employees.
The Fraser Government met the CITCA report with little enthusiasm (17) and it took no action to implement the suggestions other than a few of the minor recommendations.
The lack of proper discussion was disappointing, especially because the advantages of a redeployment requirement were recognised in the 1978 policy of CAI on retrenchments, in the CITCA report and in the 1972 National Labor Advisory Guidelines.
The CITCA tour was an unqualified success for the Partnership.
