The CMEV has also urged the Election Commission to conduct a prompt and impartial investigation into allegations against Rajapaksa.
Issuing a statement, the CMEV has said that its attention has been drawn to a complaint made regarding Rajapaksa.
The CMEV notes that in terms of Article 89(a) of the Sri Lankan Constitution, a person who is not a Sri Lankan citizen is not entitled to vote at a Presidential Election, General Election or at a referendum.
This allegation becomes even more problematic as he is to contest the forthcoming Presidential election as the candidate representing the Sri Lanka PodujanaPeramuna (SLPP), CMEV said.
Thus, the CMEV says it is incumbent on Rajapaksa who aspires to be the eighth executive President of Sri Lanka, to refute these allegations and co-operate fully with all investigations.
Furthermore, Rajapaksa's silence in the face of these allegations and the allegation that he has failed to renounce his dual citizenship, is extremely problematic, CMEV said.
Dissanayake, a CMEV national co-ordinator, said: "We can't say it was a free and fair election because there were a number of incidents all over the country.
In the Tamil-dominated town of Vavuniya, where CMEV said grenades were let off near a polling station, streams of people caught up in the war made their way to makeshift voting booths in schools.
''The commissioner is likely to annul the vote at any particular station only if he decides that the ballots cast there would affect the overall result,'' Sunanda Deshapriya of the Center for Monitoring Election Violence (CMEV
All five election monitoring teams gave very adverse reports and the two local teams the PAFFERAL and the CMEV
had demanded that the election to the North and East should be annulled and fresh election held.
The Center for Monitoring Election Violence (CMEV
), an independent election monitoring organization, said Tuesday that the escalation of violence during the last stages of the campaign reached alarming proportions.
