The first Common Criteria product certifications were completed in the late 1990's and today some 14 countries have signed the Mutual Recognition Agreement including all the originators of the TCSEC, ITSEC and CTCPEC schemes.
The Common Criteria harmonizes ITSEC (The European Information Technology Security Evaluation Criteria), CTCPEC (Canadian Criteria) and US Federal Criteria (FC) into the Common Criteria for Information Technology Security Evaluation (CC) for use in evaluating products and systems and for stating security requirements in a standardized way.
The ISO15408 standard was developed to harmonize three similar but separately developed Security Evaluation Criteria known as the Orange Book (USA), CTCPEC (Canada) and ITSEC (Europe).
