Wages and salaries for those private self-insured employees totaled $112.7 billion in 2018, or 9.1 percent more than the $103.3 billion noted for self-insured employees in the 2017 summary, according to CWCI.
In the report, titled "The Utilization and Cost of Drug Testing in the California Workers' Compensation System," CWCI analyzed a database of 2.8 million clinical lab service records for urine drug tests (UDTs) performed on California injured workers between 2002 and 2014, for which claims administrators paid $108 million.

The SAWW rose just under 2.3% from $1,095.70 to 1,120.67 last year, says CWCI. As a result, temporary total disability (TTD) and permanent total disability (PTD) rates for 2016 work injury claims will rise, in addition to other workers' comp benefits that are tied to changes in the SAWW.

Citing figures provided by the Workers Compensation Insurance Rating Bureau, the CWCI noted that even a scaled-back version considered in the legislature -- essentially the bill vetoed last year -- would entail dramatic cost increases.
