Meanwhile, work on the EU's Capital Adequacy Directive is continuing behind the scenes, with a third consultative paper drawing many thousands of pages of responses in October.

The plan to update the 1988 EU Capital Adequacy Directive is part of a wider overhaul of financial services legislation under the Commission's 1999 Financial Services Action Plan.
