An attempt was made by the Law Commission report, Adoption and Its Alternatives, as it proposed the Care of Children Act 2004 as new legislation.
First published in 1993 as a guide for students and practitioners on how the law applies to them, the new edition includes a chapter on the Health Practitioners Competence Assurance Act--"perhaps the most significant legislation for nurses and midwives since registration began in the early 1900s." Also included are updates on prescribing legislation for nurses and midwives; disciplinary procedures and the Health Practitioners Disciplinary Tribunal; legislation affecting midwifery and maternity services and the establishment of the Midwifery Council; and updates on legislation related to children, eg the Children's Commissioner Act 2003 and the Care of Children Act 2004.
Included in this might be consideration of the costs to society of poor adult outcomes, developmental issues and current "norms" in the transition to adulthood and legislative reform, perhaps through the proposed "Care of Children Act" (Law Commission 2000).
