A decade ago, the bipartisan Census Monitoring Board, established
Census Monitoring Board estimated that states and counties would lose more than $400 million in federal funds through 2012 as a result of this undercount, since funding in many programs is tied to communities' total decennial population counts.
In August 2001 the US Census Monitoring Board, currently dominated by personnel appointed by President Clinton, estimated that thirty-one states and the District of Columbia could between them lose more than $4 billion in federal grants over ten years if the undercount is allowed to stand, with New York City a major loser, accounting for about $850 million of that total.
The report, prepared by Democrats on the Census Monitoring Board, relied on the Census Bureau's analysis of the 2000 Census data and was not sanctioned by the Bureau, the bipartisan Monitoring Board or Congress.
In addition to the usual oversight one might expect from a parent agency such as the Department of Commerce, and from the Office of Management and Budget, there has been intense scrutiny from the inspector general, the congressional oversight and appropriations committees, the General Accounting Office (GAO), and a legislated body called the Census Monitoring Board, with an equal number of Democratic and Republican appointees and a $4 million annual appropriation to pay for staff, travel, hearings, and other expenses.
