From the LGTA in 1993 to the Constitution of the Republic of South Africa Act (108 of 1996) local government was conceived as "the local sphere of government with the constitutional mandate to carry out a number of developmental duties".
The Constitution of the Republic of South Africa Act calls for a high standard of professional ethics--particularly in relation to administration in every sphere of government, organs of state, and public enterprises.
