The Loi Lagarde was meanwhile introduced over 2010-2011, with this transposing the EU consumer credit directive into French Law and restricting unsecured personal lending, preventing insurance and credit card bundling and...
These rights stem from the Consumer Credit Directive which Cyprus admitted into national legislation.
Under the terms of the European Consumer Credit Directive, credit card firms using risk pricing methods must offer the advertised representative rate to at least 51% of successful applicants.
"Given the short deadline and the number and scale of the legal changes to be made, not all the member states transposed the consumer credit directive in time or, in some cases, entirely correctly," notes the resolution.
The Consumer Credit Directive has pushed banks and financial institutions towards sustainable lending tools and practices:
Borrowing costs are low, and the Consumer Credit Directive which came into effect on February 1 means lenders can be more selective as they only have to offer the best deals to 51% of successful applicants, against 66% before.
Consumer Minister Edward Davey said: "The implementation of the Consumer Credit Directive will help strengthen a culture of responsible lending.
The change, part of the European-wide Consumer Credit Directive, is likely to affect many borrowers as increasing numbers of banks and building societies have adopted so-called risk-based pricing, under which the rate customers are charged reflects their credit history.

She said the introduction of a 14-day cooling-off period for all credit agreements was in line with requirements under the draft European Consumer Credit Directive.
The main purpose is to raise awareness amongst young adults, aged between 18 and 35, of their rights before they sign a credit agreement, stemming from the Consumer Credit Directive (CCD) which came into force in June 2010 and which applies to credit between e1/4250 and e1/475,000.
