The DALTCP staff had previously investigated the extent to which states and other countries paid relatives to care for their disabled family members (Stone and Keigher 1994) and had also examined the experiences of several western European countries that had implemented consumer-directed long-term care in the public sector through options ranging from caregiver and disability allowances to cash benefits administered through social insurance programs.
In addition to DALTCP's role in policy monitoring and oversight, the division had a major role to play in conducting and supporting applied research related to a range of long-term care policy issues.
Recognizing the increasing interest in consumer direction among disability advocates and some state policy makers, the DALTCP staff became convinced that this issue should be a high priority on its research agenda.
