In 1984, Congress passed the National Organ Transplant Act ("NOTA"), which prohibited the sale of organs and tissues, and ordered the Department of Health and Human Services ("DOHHS") to establish the Organ Procurement Transplant Network ("OPTN") to maintain a registry for organ matching.
Also in response to NOTA, DOHHS created a Division of Organ Transplantation.
