While domestic factors will tend to push Paris to seek several prestigious flag officer posts in NATO, other Allies sympathetic to a greater French role--including France's key European military partners, the United Kingdom and Germany--will be wary of French "overreaching." One solution might be to adopt a phased approach, providing for a scheduled increase in French command responsibilities and a multiyear rotation arrangement for some key posts, such as the DSACEUR
position traditionally held by a European flag officer.
Identification of a range of European command options for EU-led operations, further developing the role of DSACEUR
[the Deputy Supreme Allied Commander Europe] in order for him to assume fully and effectively his European responsibilities; [and]

* If it is decided that the European Union will lead with NATO support, the Deputy Supreme Allied Commander Europe (DSACEUR) will direct military planning efforts inside Supreme Headquarters Allied Powers Europe and other NATO staffs.
* DSACEUR will report through NATO and EU channels to political leaders on detailed military options and NATO or non-EU military capabilities required and will receive guidance throughout the operation.
