The Financial Services Authority said that DTWM, part of the Deloitte & Touche accountancy group, had been 54 months late in carrying out its review of pension mis-selling to consumers who were close to retirement, and 12 months late in completing the review for other customers.
Andrew Procter, FSA director of enforcement, said: 'DTWM's failings were so serious that had it not been for the decisive action taken to improve standards after new management assumed control, we would have considered preventing the firm from carrying out investment business.' He added that parent companies, even if they were not regulated by the FSA themselves, had a duty to monitor their subsidiaries.
DTWM's compliance failings, which took place between 1997 and the end of 2002, were said to have been 'systemic and continued for a prolonged period of time' and the approach by senior managers to compliance had been 'wholly unacceptable'.
