In the aftermath of the armed conflict of 1998-1999, the European Union (EU) took the lead in economic development and reconstruction, de facto directing UN Interim Administration Mission in Kosovo (UNMTK) Pillar IV (also known as EUMIK).
Commissioner Rehn, speaking before the December 12 meeting, said the EU could be expected to have a leading civilian role in Kosovo in future, but the current UN administration (UNMIK) should not be replaced by an "EUMIK": in other words, Kosovo should not become an EU protectorate.
