As ultimately developed, the full members of BFUG are representatives from all Bologna member states plus the Commission; consultative members are the Council of Europe, EUA, EURASHE, ESU, UNESCO/CEPES, EI, BUSINESSEUROPE and ENQA.
They also made ENQA a consultative member of BFUG, and commissioned "the E4": ENQA plus EUA, EURASHE and ESIB (the earlier name for the student organization, ESU) to draft a report.
EQAR was founded by the so-called E4 Group', named after the letter E' that features in the acronyms of the four bodies involved: the European associations of higher education institutions (EUA, EURASHE), students (ESU) and quality assurance agencies (ENQA).
They asked ENQA (European Association for Quality Assurance in Higher Education), in cooperation with EUA (European University Association), EURASHE (European Association of Institutions in Higher Education) and ESIB (European Student Information Bureau) (E4 Group), to develop the practical aspects of the Register and report back through the Bologna Follow-up Group.
These include the European Association for Quality Assurance in Higher Education (ENQA), as well as the European University Association (EUA), the European Association of Institutions in Higher Education (EURASHE), and the National Unions of Students in Europe (ESIB).
