Dicha accion fue protagonizada por la Alianza Cristiana de Iglesias Evangelicas de la Republica Argentina (ACIERA), la Federacion Argentina de Iglesias Evangelicas (FAIE) y la Federacion Confederacion Evangelica Pentecostal (FeCEP), las cuales iniciaron presentaciones formales ante los diferentes gobiernos para gestionar un nuevo status juridico, al mismo tiempo que visibilizaron su protesta en las concentraciones en el Obelisco en septiembre de 1999 y de 2001.
