For FAPSA, the revised manual could sound the "death knell" to private schools once fully implemented.

Fapsa president Eleazardo Kasilag said schools should heed a recent report by the American Academy of Pediatrics suggesting that sleepdeprived teenagers needed to start school later.
"Colleges and universities have decided to change their school calendar from June to August but for the private schools in basic education," said FAPSA President Eleazardo Kasilag.
"Please help school[s] to understand about honesty is [still] the best policy," said FAPSA President Eleazardo Kasilag.
"If the private schools require financial clearance that means the students could not be given credentials and if there are no credentials from the private schools, how can DepEd ascertain the level completed from the previous school?" asked FAPSA President Eleazardo Kasilag.
"It is not to take side but FAPSA private school teachers have expressed its interest to serve the election as early as 2015 in an email application sent to then Comelec Chair Andres Bautista," he added.
"Academics has statutory role and the teacher as molder has to act as [the] state's conscience," said FAPSA President Eleazardo Kasilag.
FAPSA President Eleazardo Kasilag said that the implementation of the RM 78 will be like an "Armageddon" for private schools.
Meanwhile, the Federation of Associations of Private Schools and Administrators (FAPSA) also lamented that some of its member schools have been closing down because they are having a hard time retaining teachers who prefer to move to public schools because of higher salaries and benefits.
