Specifically, these goals are to increase the forest area of China to more than 220 million ha, the forest stock volume to 14.5 billion [m.sup.3], improve 19 million ha of low-quality forest, reduce the consumption of natural forest by 680 million [m.sup.3], establish 13.33 million ha of fast-growing and high-yield (FGHY) timber plantation base, increase the supply rate of commercial plantation to about 70 percent, and effectively mitigate the conflict between the supply of and demand for timber and other forest products;
