(98) In the United States, rights to offshore natural resources are predominately governed (99) by the Submerged Lands Act ("SLA"), the Outer Continental Shelf Lands Act ("OCSLA"), the Federal Oil and Gas Royalty Management Act ("FOGRMA"), and the Coastal Zone Management Act ("CZMA").
OCS leases are also governed by the FOGRMA. (106) In response to concerns that the DOI did not have sufficient accounting and enforcement mechanisms, (107) Congress enacted the FOGRMA to create a "comprehensive system for determining, collecting and auditing all fees and payments for offshore leases in addition to conducting inspections and enforcing penalties."
