The intervention, entitled Operation Helpem Fren, led by Australia and supported by New Zealand and several Pacific nations, represented the first phase in what many believe will be a decade-long intervention to address the breakdown of democratic institutions and the crisis of development that has unfolded in the Solomon Islands over many years.
The intervention by Australian-led forces in the Solomon Islands under Operation Helpem Fren in July 2003 represents, in the words of international relations commentators, a 'paradigm shift' in Canberra's strategic thinking for the Pacific region.
Operation Helpem Fren, which means Helping Friend in the Solomons' pidgin English language, involves 1,500 Australian Defense Force troops, 155 Australian Federal Police and 90 officers from the Australian Protective Services.
