In FY 2003-2004, the Division of Elections entered into a contract with the Get Out The Vote Foundation ($247,500), (38) the nonpartisan organization of FSASE. The foundation hired two well-known communication firms (bipartisan in their politics) to work together to produce thirty-second public service announcements--four each in English and Spanish to encourage voters to vote early or absentee--and a half-hour television news magazine-type program (Before You Vote), which was aired on many commercial TV outlets across the state in the summer preceding the 2004 presidential election.
In 2004, the state Division of Elections contributed another $24,750 from HAVA voter education funds to the FSASE's newly formed Get Out The Vote Foundation.
In the words of the supervisor of elections who heads the FSASE Get Out The Vote Foundation, the mood heading into the presidential election of 2004 was "We're all in this together." (55)
