Starting in 1965, Ermacora formed part of a "Working Group" of legal scholars and German state functionaries, whose stated aim was to lay out the principles of a "European law of ethnic groups." The promotion of such a "law of ethnic groups" (Volksgruppenrecht) was and remains the purpose of a little known, but influential, German-based non-governmental organization called the Federal Union of European Ethnic Groups (FUEV).
